The Password Manager should have been installed automatically unless you purchased the SecureAnywhere Anitvirus package because it is only available in the Internet Security Plus OR the Complete versions.
If it is actually missing you can run this toolbar fix to rectify the issue http://download.webroot.com/toolbarfix.exe
