It starts off green, and ends up with brown rim color - not all of it. Now when I start to click on it to use, it is red. Is this normal?

Sorry to hear you're having trouble.
No, if Webroot is red it indicates a problem. On the main screen it should tell you what the problem is.
Here is an example (your message may differ) In this case, my "Realtime Shield" is disabled.
If you look in this area it should tell you what's going on.
Another question I have is, how long do you have remaining on your subscription? The reason I ask is that your Webroot will turn brown during the last 30 days of your subscription to alert you about renewal. If you're near the end of your subsciption, that could be why you're seeing this.
Please let us know what your WSA console says. Or, if you'd prefer, you can submit a support ticket directly to Webroot and they will help you with this.
