cant download picture blocked says there is a virus and was deleted what do i do?

What exactly is indicating that the download is being blocked? Are you being given a message to that effect? And if so what exactly does it say?
 
We need a bit more information on what you are seeing to be able to help.

There are 3 key places in WSA where blocks can be applied and where the user can take action/override the block.  Please review  for more details/information on this, as a starting point to resolving your issue.
