I cant use firefox because of the constant pop ups and ad tab openings. Does webroot program help? I mostly get pops ups that say I need to update different program, but I know it is a bad thing. Like I already have the program and it is updated. or I can tell that it is not from the correct site. Also I get new tabs open that looks like a survey from the site I was on. So If I am on Todayshow.com , I get a tab opening that says "today show.com wants your oppinion:. It does this for everypage I go to and the survey is always the same. It looks wrong. HELP!!! I have webroot and it says that I dont have a virus and the firewall is on. What am I missing?

WSA is very effective against malware, but it is not an adware solution. It sounds like most of your troubles are simply from non malicious ads and survey pop-ups that try to appear to us all when we are on the internet. The first thing I would suggest is simply a pop-up blocker to see how that works first.
Take a look at THIS THREAD for some good suggestions as to one to try!
If you still have a lot of trouble after installing a decent ad/pop-up blocker, let us know as there are other things that may be going on as well.
