I'm getting this in the last two weeks on several systems. I don't have Firefox installed; I use Chromium.
What I don't understand is how the default pages in Chromium could possibly affect how Tbird starts up.
I have three tabs set to open in Chromium when it starts, and I have a custom page set to come up when Tbird starts. Where is it getting this jot.html from?

I think you nailed it - my homepage is the Mozilla start page. Interestingly enough it only happens when opening a new window. When I open a new tab in an existing window then I get the list of most common sites that I visit (similar to Google).
