It seems that every computer I plug into my modem becomes infected with a virus or something.Or maybe someone is hacking into my connection,stealing bandwidth ?I am not a techie,but ihave asked my ISP to change my IP address and they (RCN) tell me that's impossible,I don't believe it is.Would there be any benefit in changing from a static connection to a dynamic connection?

As long as you have security software such as WSA installed, and your computer has no current malware already present, the benefit would be negligible.  I would point out that depending on your ISP, it really may be rather impossible to give you a static IP address depending on how their system is set up.

Does your Modem come with a built in Router? Just unplug it for 5 minuites and then plug it back in! In case there is a Reset Button you can use that as well but you will need all the info needed to login to your Modem and set it up. If you can supply make and model number then we can better help you even the ISP you use.

If you have a slow connection you might want to consider getting a better router/modem internet connection is like a triangle it takes all three sides to have a fast connection, the age of the devise, the router/modem and the speed of your provider if any of these things are not good then you will be slow and it will look like you have somebody stealing bandwidth but most of the time that is not the case just make sure you have WSA loaded on your computer.
The problem with static vs dynamic is that they are much of a muchness in that each are vulnerable in the same but also different ways...but if I have to chose between the two then I would opt for a staic address as at least I would know what I had been up to on the web using that address...with dynamic addresses you have no idea as to what sites or places on the web the previous 'tenant' of the ip address has been, etc.

 

But as has been said...whether yo can or cannot depends on the ISP...and most will usually provide the mainstream user with a dynamic ip address, as I believe that the cost model is 'cheaper' for them.
For most ISPs the default is dynamic, although in practice you may stick with the same IP address for a long period of time. Now that everyone is always connected, it isn't like you're pulling a new IP address from the pile every time you dial in on your modem. I doubt switching to static just to change the IP address is worth the cost for what your ISP would charge you extra.
