I just 'allowed' a website that Webroot said was
untrustworthy. Now I want to BLOCK IT how do I do that?

The file for the Whitelist should be found in c:/ProgramData/WRData/wrUrl/Whitelist.txt
Please note: you cannot edit the file. You can DELETE the file, but you cannot edit it. By deleting it, you will be removing ALL manual unblocks that you have done.
Once the file is deleted, the next time WSA starts up it will automatically create a new black Whitelist file. This can be done by simply shutting down protection and then restarting WSA.
