How can I safely download Minecraft Mods to my PC? What should I be concerned about?

I want to download Minecraft to my PC for my grandson, he is especially interested in Mods. I'm just concerned about possible security issues.

I haven't heard any issues with mods giving security issues - they're mostly just skins for the game.  As long as you download from a reputable site like this one you should be ok:
