I bought this software in order to eliminate the pop-ups and from my web browser. Does anyone know how to enable this or did I waste my money? I cannot see the pages I'm browsing and it is increasingly slowing the page loading time.

Welcome to the Community Forum,
Can you tell me what kind of popups you are getting? This is important in answering your questions,
Webroot protects you from Malware but not normal pop ups. You would need a pop up blocker to help that. I can suggest some if I could ask you what browser you are using.

EDIT: I'm curious to know why you say you have viruses.
Would you go through this article form the Forum that we use to help with PUAS.
But please try to reset the Chrome browser first which might help some. Then procede to the information on PUAs, after this.
1-Click on Chrome’s main menu button, represented by three horizontal lines (http://malwaretips.com/blogs/wp-content/uploads/2014/02/reset-Chrome-button.png) .When the drop-down menu appears, select the option labeled Settings.
2-Chrome’s Settings should now be displayed in a new tab or window, depending on your configuration. Next, scroll to the bottom of the page and click on the Show advanced settings link
3-Chrome’s advanced Settings should now be displayed. Scroll down until the Reset browser settings section is visible, Next, click on the Reset browser settings button.
4-A confirmation dialog should now be displayed, detailing the components that will be restored to their default state should you continue on with the reset process. To complete the restoration process, click on the Reset button.
But if you cannot fix this yourself then please issue a Support Ticket free of charge.
I belive what you are seeing and describing is what we on the Community refer to as a PUA. (Potentially Unwanted Application)These are very annoying at best in that they cause pop-us, redirect your browser home page, and other behavior that may slow down the computer and direct ads your way, but they are not actually doing anything bad like damaging files or stealing information. Often they are installed intentionally by you the user as browser add-ons for various tasks such as quick search tools.. but they also come with the result of added annoying pop-ups and ads. Other times they 'piggy back' with other software that you installed, or try to 'sneak' onto your system entirely.
WSA does detect and remove many PUA's, and more are being added, but WSA does not detect all of them. A simple browser add-on with PUA behavior that is easy to identify and easy to remove is not likely to be detected and removed by WSA. Those that are intentionally difficult to locate and remove are. Please see THIS LINK for more information regarding Webroot's stance on these annoying programs.
The best thing to do is to submit a Trouble Ticket and ask Webroot Support to take a look and remove these for you. There is NO CHARGE for this for valid WSA license holder.
Also, we have had a lot of discussion regarding these recently, and I have posted an Idea for Webroot to consider asking them to increase PUA detection. The more users that need help removing a particular PUA the more likely and faster that PUA will be added to detection.
Now for a Popup blocker you can use..but uBlock might be lighter and not use so many resources. But it's you choice.
