Some kind of application called "Silverlight" keeps saying it needs to be updated. I have never seen this before. Is it bogus?

Silverlight is a legitimate Microsoft browser plug-in:- https://www.microsoft.com/silverlight/ but it's doubtful you actually need it, I haven't got it installed on any of my Pcs, I'd be inclined to uninstall it and then you won't get the pop-ups asking you to update. The plug-in won't work in Google Chrome and Firefox is dropping support for it in 2017 in any case.

If I may just add...somewhat tardily...to what sheltiuk has posted...a good source on information on Silverlight can be found HERE, cutting all the hyperbole that Microsoft dishes out in relation to its failed attempt to compete with Flash.
