Hello and thank you for your help ahead of time,
Webroot detected malware/trojan (W32.Rogue.Gen) and blocked the file. Is there any additional actions that are necessary? Shouldn't the file be deleted? The file was not placed in 'Quarantine', where I could delete it, but rather, in the Block/Allow Files.
I have run a number of antivirus/malware detection programs (Malwarebytes, Bitdefender), and of course, Webroots system scan. Nothing has been detected.

Welcome to the Webroot Community,
To be honest I am not sure why Webroot did not Quarantine that Malware/Trojan. Since Webroot has blocked it then it cannot do any harm to your computer.
Please look here at the PC User Guide about Blocking & Allowing.
But my best advice would be is to have the Support Team do a security check. Yoiu can do this by Submitting a Support Ticket.
