Hello,
I activayed the Webroot password manager on my desktop. I have webroot installed on my laptop as well. I can't get the manager to load on my web browser on my laptop so I can't ask it to remember passwords. I also have mulitple users on both computers. Any ideas?

Have you installed Webroot on the laptop as well? It should install the toolbar by default if so.
Edit: I should read better, I see that you do have it installed 🙂 Try running the toolbar fix to see if that does the trick:
