I had an issue with my firefox and when I got it restored I no longer had my WEBROOT TOOLBAR ICON at the top of my page to access my passwords. I need to know how to get it back? OR do I need to reinstall the whole WEBROOT software again?

There is no need to re-install WSA for this, and that may or may not work anyway. The Password Manager is a separate install of browser extensions.
Just download and run toolbarfix.exe This will all you to install the PM on all three major browsers: Chrome, IE and FIrefix, all at one time.
