I have Webroot SecureAnywhere Internet Security. Have never ever been able to use the password management module to access websites. Continue to get message Webroot Toolbar is not installed. I have installed and reinstalled the toolbar numerous times and still no luck

Have you tried the Toolbar fix Tool? If not download it here and run then reboot and let us know if that fixes your issue? http://download.webroot.com/toolbarfix.exe
If that doesn't work Can you please do a clean reinstall of WSA? Download a Copy Here and make sure you have a copy of your keycode then Uninstall WSA and Reboot and install with the new installer let it finish it's install scan then Reboot once again and please let us know if that fixes it for you?
