I have both the Windows & Webroot Firewall "ON".
But using Gibson Research "Leaktest" program
the outbound firewall is penetrated.
Is there some setting that I am missing?

The "LeakTest file is known and considered a trusted process", hence the file being able to connect.

Since LeakTest is a legitimate whitelisted application this is expected behavior. It is as if you answered "Yes" to allow the application to access the internet as described in the dialog box that is displayed the first time you run it:
