After installing Webroot Internet Security Plus the main panel came up with green checkmark showing me I'm protected. On the right hand side of this screen under a section called PC Security there are three options enabled and a box called Learn more (about those three options). When I click on that it takes me to the Japanese website of webroot!?
I am in the US, purchased with a US credit card from a non-VPN or proxied network connection. Why link me to Japan? I had to search to find the english version of the Webroot Guides.

Now I have never heard of that happening before, and in fact have tried doing the same as you but on my system and I am taken to the Webroot UK pages (as I am based in the UK)...so I can only surmise that for some reason WSA thinks that you are located in Japan...which I take it that you are not.
Are you by any chance using a VPN connection or something similar that routes through Japan and therefore fooling Windows into thinking that you are Japanese user? It may even be that WSA is incorrectly interpreting your IP address, etc.
If nothing obvious re. a setting on your systems jumps to mind I would Open a Support Ticket so that the SupportTeam can take a look/attempt to resolve the issue for you.
