Is it possible that web root is stopping updates from installing on my computer? Do I have to adjust my settings to allow microsft and hp updates?

Welcome to the Community Forums.
Now whilst I will never say never I have not heard of this happening...but there is a quick way that you can check and that is by temporarily shutting down WSA protection. To do this right click on the notification tray icon (Green W) and from the context menu select 'Shut down protection', enter the CAPTCHA characters requested and click 'OK'...then quickly try Windows Update again.
If it works this time then the issue is related to WSA but if not then it indeed not. Quickly re-enable protection by clicking on the WSA desktop and then come back here to let us know what you have found...eitherway.
