Currently, the this option is unavailable for my users. Where in the Policy settings do I enable this feature? Thanks

What sort of changes are wanting them to make? Unfortunately right now the only options are to fully control the policy, or to make the agent unmanaged and then they can change anything they like. I imagine the second option isn't what you are looking for.
