As of the most recent update - Version: 3.9.0.7740, it appears as though the "Lock Screen" Setting in UNSAFE State cannot be "ignored" anynore.
Is this accurate?

This is correct and I would say lock screen is good measure to secure your device anyways. As security app provider, Webroot mobile apps asking to setup one is good thing - and very useful in case of the device is lost or stolen.
however, if for whatever reason, lock screen is not something your thing to do, you can turn off Webroot from Device Admin and then ignore Lost Device Protection warning - the Lock screen warning will not be there after that.
