I installed Webroot a few days ago, and since doing so it has always come up as Orange and says Threats Detected. The little icon in the task bar has a red exclamation point on it, and it always says there are 2 active threats. When I go to look and see what might be quarantined, nothing is ever in there. Now (new today) it is showing a little yellow triangle next to the PC Settings tab. What am I not doing here to get this working right? I am running Windows 7 if that matters.

Welcome to the Community Forums.
The little yellow triangle next to the Pc Security tab indicates that you have an issue there and most likely one of the Shields managed under that tab is switched off. Click on the PC Security tab to reveal the list of Shield scovered and you should see the folllowing although the Sheild that is switched off my be different:
Try to re-enable the Shield that is Off by clicking on the slider to the right of it, and if all is well the interface should change to Green.
Then run a Scan, from the 'Scan my Computer' button on the main screen, and see what that comes up with, and post back the details here so that we can assess where to look next depnding on what the scan comes up with.
