Could you clarify how, and where, in WSA you marked the file manually?  Also, where did you find that trouble report?
Please see the below picture for clarification

And to the other question.... which area in WSA did you mark the file as Allow?  (There is one area for files and another for processes that interact with the network)

If you have not done so, check here:

Open WSA
Click the gear tool next to Identity Protection
Click the Application Protection tab
Check to see if any file of the program is listed here.

Click the gear tool next to PC Security
Click the Quarantine tab
Check to see if any file of the program is listed here.

Click the gear tool next to PC Security
Click the Block/Allow tab
Check to see if any file of the program is listed here

Click the gear tool next to Utilities
Click the System Control tab
Locate the Control Active Processes area
Click the Start button
Check to see if any of the program files are listed here and being blocked

If the program is not listed as blocked in ANY of these areas, and you are postive that WSA is at fault, please submit a Trouble Ticket

Ah... I understand now why I do not recognize the terms you are using in describing... you are using the Business Endpoint (Which I do not use), this is the Home/Consumer Community.

Please post your issue in the Business Community for assistance with the Business Endpoint product.
Thank you anway 😉
