If I click to open an email In my Yahoo account, will it first be scanned by Webroot for viruses and malware or does my click to open constitute my "permission" to Webroot to let the email through regardless of content?

Welcome to the Community Forums.
No, the email itself will not be scanned as WSA does not include an email protection feature per se. HOWEVER, having said that, any attachment or URL link included will be scanned as and when you attempt to open or use them....so if either is, respectively, harbouring malware or pointing you to a potentially unsafe website, then WSA jumps in to protect you.
