how do I block spyware sites such as "adfarm.mediaplex.com"?

Welcome to the Community Forums.
Whilst WSA will warn you if you attempt to go to a site that is considered or known to be malicious it will not block you from accessing the site, i.e., the warning can be overriden if the user so desires.
To block such sites you either need a parental control application or you can try configuring your system's HOSTS file to block specific sites (if you Google "how to use the hosts file to block websites" you should find a lot of guidance on that approach).
