how do i import from norton

May I ask what do you mean that you want to import from Norton? Are you asking to remove Norton and to install Webroot AV?
No.  I was trying to transfer my passwords.  Finally figured it out - sdort of by accident--but everything is OK now.  Thank you for your response.
