Under Installed Programs I see WSE_Toplika. I have removed it from IE but unable to unistall from Control Panel Add/Remove.

WSE_Taplika is a PUA (potentially unwanted application). And since you have partially removed it, take a look here and see if you can finish the removal:

I have to say I've done a research on this WSE_Toplika and I'm not finding any information. Do you mean WSE_Taplika?
WSE_Taplika gets installed on your PC along with free software. WSE_Taplika copies its file(s) to your hard disk. Its typical file name is WSE_Taplika.dll. Sometimes it creates new startup key with name WSE_Taplika and value WSE_Taplika.dll. You can also find it in your processes list with name WSE_Taplika.dll or WSE_Taplika. Also, it can create folder with name WSE_Taplika under C:Program Files or C:ProgramData. After installation WSE_Taplika starts displaying ads, pop-ups, banners on your PC or in browsers. It is recommended to remove WSE_Taplika immediately.
- Start Google Chrome.
- In the address bar type chrome://extensions/
- In the list of add-ons find WSE_Taplika and click recycle bin icon.
- Confirm WSE_Taplika removal.
