My mom got this popup while Webroot SecureAnywhere, I would like to know what settings I need to change to protect her computer from things like this downloading and steps to clean it?

I would like to illterate this Randsome ware isn't anything to mess around with, after researching this more ..
When ICE Cyber Crime Center scam virus locked screen happens once Windows starts, you must be scared and at nail-biting. For some computer users, they are trying to pay in consideration that the infected computer may be unlocked after they pay and they won’t be accused of. But in fact, the virus can still lock the infected computer though the virus makers have received the required money. You should be aware that the all scared things you experienced are tricked by cybercriminals and nothing changes even after making the money transfer because ICE Cyber Crimes Center virus a clear scam to swindle your money away. The virus makers want to get money from you by this vivid deceptive trick. Does this mean that you can ignore the scam virus? The answer is no. Since the scam ICE Cyber Crime Center is able to infiltrate the infected computer with a plenty of malicious traits. Huge crashed damages and confidential data theft must happen if you don’t remove the scam quickly.

If I might add, whilst the advice provided by Sherry is sound, given the potential nature and impact of this 'nasty', i.e., opening a Support Ticket, can I ask if you Mother can use her computer normally despite the popup or is she locked out of it/from using it as one would expect?
If the former then please provide some more information as to exactly what she is seeing. If the LATTER then, if you have not done so yet, submit the Support Ticket ASAP.
