If I disable the Webroot firewall on my computer other computers on my home network (Windows 10 homegroup) are able to see my shared content. Is it possible to adjust settings in Webroot to allow sharing on my homegroup while the firewall is activated?

Welcome to the Community Forums.
I have not ever heard of WSA causing an issue such as this, but the best way to test would be to uninstall Webroot, reboot, and attempt to recreate the issue. If the issue is still occurring it is likely being caused by something else, if it does not occur, then we know that WSA was blocking the connection.
However, it could also be caused by a faulty installation of WSA, so I would reinstall WSA as well and then check again for the issue.
Please post back with an update on what has occurred as and when you try the above.

Thanks Baldrick, your suggestion worked. I had not reinstalled since updates to windows 8.1 pro and windows 10 pro.
