Where do I look to see if my firewall is Public, and change it if necessary?-
My old Buggy/Slow NIS AV changed FW from Public to Networked on installation, and I want
to be sure it's public!?

To do that you will need to check in the WIndows Firewall it self (unless you are running a 3rd party firewall in which case you will need to check in there) as there is no facility to do that within WRSA. The WRSA Firewall feature is really a 'hardening' of the outbound WIndows Firewall features (the inbound Windows Firewall is untouched).
If you run the Windows Firewall with Advanced Security...from the Control Panel or by searching for it using the Windows search option, then when the Firewall UI is displayed you should see in the following:
The central panel with give you an overview and if you click on the 'Windows Firewall Properties' link it will open a secondary panel which allows you access to each of the Profiles.
