Webroot quarantined many many files. Now, I can't open a command prompt, run powershell, can't open start button in bottom left (had to install classic start in order to do so). I don't know how to get my system files out of quarantine; or if it is safe to do so. there are pages and pages of quarantined files. What can I do? I'm running windows 10.

To access Quarantine all you need to do is to click on gear/cog symbol to the right to the PC Security tab in the main panel, and then select the 'Quanrantine' tab from the next panel displayed. You should then be able to see what WSA has quarantined, and from there either Restore or permanently delete them...so do be careful you check what action you are taking before you click 'OK'.
In terms of what you should restore; well that very much depends as to what has been quarantined...without a list we can offer no sovice so in this case I would recommend that you Open a Support Ticket, and ask the Support Team to advise accordingly.
