I am afraid that there is no direct way to mark a site as safe...whilst WSA protects you from malcious or fraudulent websites it only intervenes as and when you attempt to visit such a site. Now if you go to the site ain question and WSA believes (incorrectly) that the site is dangerous it will put up a block page with a warning...but also the option to 'Proceed & unblock'.
Proceeding and unblocking has the effect of whitelisting the site in question on your system, i.e., locally and then in future when you try to visit that site the whitelist entry will override the Cloud determination by WSA and you should be free to proceed to the site without impediment.
So try visiting the site and if you get the block screen just click on the option described above.
If yo cannot get WSA to react in the way described above then there is a manual workaround but that entails editing a file in a hidden folder so if you feel you are not technically proficient ignore the following:
Navigate to C:ProgramDataWRDatawrUrl, and in that folder open the file entitled 'WhiteList', (it should open in a text editor) type the url of the site you want to whitelist and then save the file. And that should be it...sometimes a reboot is required for the workaround to take hold but hopefully that should sort you out.
Not elegant but it works.

OK, I know this post is 8 years old, but I just found it an have a question:
I want to add a site that uses a LOT of URLs. Will the Whitelist.txt file allow wildcards (like https://website.*.com ?

It doesn’t work that way, it will add if you go to a bad website and when you do then you either can… Option Number 3 will put it on the Whitelist on it’s own. I don’t know if you add to the Whitelist directly will work like was mentioned above almost 9 years ago allot has changed since? You can test it and then let us know because all blocks are listed in the Log.log text file and in the Registry. I don’t think anyone that I know has done as your suggesting and I know I haven’t tried. Also what Browsers do you use?
