I re-installed Windows 10 (clean install of Windows 10 after replacing my hard drive with a SSD). I then re-downloaded and re-installed webroot. Now when I go to the web Console, it shows my PC twice and says I have two PCs protected. I only have a single computer license, and I worry that it will treat the 'new' one as a trial.

Welcome to the Community Forums.
That sometimes happens when one uninstalls and then reinstall WSA. All you need to do is to 'deactivate' the duplicate and you can find instructions on doing that in this KB Article.
Best way to determine which is the duplicate or the one to deactivate is to check the last scan date/time against each entry...the one with the oldest scan run date/time is most likely the original entry that is no longer needed further to the reinstall.
