I did not log in but simply opened WRSA from the tray and under Utilites/Reports/Submit a File uploaded a purchased Steganos Password Manager downloader file "spm17intdl.exe" that WRSA instantly alerted as a threat as soon as I ran my mouse cursor over it. The threat was named "Pua.Tuguu" ..... do I also need to log into my account directly and resend the Steganos file to be able to get a reply?

It sounds like you got your reply when you say that "...WRSA instantly alerted as a threat as soon as I ran my mouse cursor over it". It is detecting the file as having potentially malicious content.
Personlally I would Open a Support Ticket to advise the Support Team of the issue and then can assess/advise as to the appropriate course of action inlcuding whether they are lookig at an FP and therefore need to whitelist the file.
