Hello janehembree, welcome to the Community!
That is indeed a SCAM. Do not call that number, as you have guessed.
Now as for how to get rid of it... Which browser does he use? If it is Internet Explorer, next time he logs in, instead of opening Internet Explorer, have him go to the Control Panel, and then Internet Options.
Have him check what the Home page is listed as.. it may have been changed. He can reset it to the page of his choice here.
Then open IE, and go to the Add-ons. Have him check for any add-ons he does not recognize and disbable them.
See if this works, but if not you can also submit a Trouble Ticket to have Webroot Support take a look as well. This is free with your WSA license.
I hope this helps!

Thanks so much for your help! it is working now
Excellent! Glad things are working now, but if you see any more signs of that same message go ahead and file the Trouble Ticket. There is always a chance that after a reboot or two of the computer that it might end up coming back if there are other components of the bug still present.
