Sorry I dont fully understand your issue, is that website being blocked?
I went to look at the site the OP sited in their post.  I believe that they are saying that Webroot blocks the proper function of the Prio program; this program seems to changes the task priority of a program / task based on what a user has set up previously.  Every time the task / program is launched. Prio silently changes its' run priority based on what Prio has in its' database.  Does this help you understand?
I have whitelisted all the files on the website and have done some further work in our backend. Without more information or diagnostic logs there isnt much more I can do. I am not familiar with the program. Please let us know if that whitelisting helped.

No quarantine Prio

I can not confirm your problem.  I downloaded Prio from the website you listed and installed it.  Prio and WSA both ran fine on my machine.  What is your Windows version and is it 32 or 64 bit?  Also, Prio version was v2.0.0.2960 .  In Webroot > Utilities > System Control > Control Active Processes is Prio listed as allow or monitor?

I would add to that, if I may, in Active Processes is Prio listed as 'Block' given what was said that the OP reported?  If so then switch to at least 'Monitor' to be on the safe side...or 'Allow' if convinced that the app is safe.

I did not have to do anything other install the application and reboot (request of installer).  The application comes up in WSA as 'Allow" so Webroot (WIN) has this marked as safe already.  If the user has the file (same version, I assume) on their system and runs it now, it should be automatically allowed and working.  I was pointing out that the latest version on my system is not quarantined as they posted; it should be fixed on their system.  If not, they could delete the listing in WSA and then restart their system; WSA will now add the Prio as Allow.
Prio version 1.9.8. Xp SP3 system 32b.

Update Prio to latest version and try again.  After uninstalling the older version of Prio, you may have to remove all the Prio listings in Webroot before installing the new version.
With the new Prio 2.0.0.2960. Webrut well as blocks Prio in Task Manager.
