Not sure if this helps, but it might be worth checking the security setting in the browser.

 

Selecing options and then the security tab / icon (depending on browser) you should be able to see the setting.

 

In IE or Firefox I personally use Medium or Medium/low.

 

The second of these is the option I found in IE.

 

If set to high virtually nothing opens.
