My Webroot Secure Anywhere renewal no longer includes the "optimize" utility. How can I recover this option?
Does Webroot have an upgrade which will optimize my laptop's speed and efficiency?

Welcome to the Webroot Community,
I see you posted in the AV only section so system optimizer is not in that product unless you have the Gamer version or the Complete version and if you have the Best Buy Subscription it's in the WSA-ISP of there's via Geek Squad.
