This is very frustrating to her. There is nothing on her computer that is sensitive, so I am thinking for formating the hard drive and reinstalling windows and webroot. What are your thoughts?

Would you try a uninstall/clean reinstall of Webroot to see if Webroot is the issue? Before reformatting? It wouldn't hurt to do a clean reinstall of Windows/Webroot if you feel ithis will fix all her issues.
May I ask if you have cleared her browser History and cookies as well? It may be something as easy as that. You could use CCleaner from the website Piriform.

- Make sure you have a copy of your 20 Character Alphanumeric Keycode! Example: SA69-AAAA-A783-DE78-XXXX
- KEEP the computer online for Uninstall and Reinstall to make sure it works correctly
- Download a Copy Here (Best Buy Subscription PC users click HERE) Let us know if it is the Mac version you need.
- Uninstall WSA and Reboot
- Install with the new installer, enter your Keycode and don't import any settings if asked to as you can set it up as you like once it's done
- Let it finish it's install scan
- Reboot once again
