whenevr i start the laptop then pop came whether the allow the file or block it.....
file attached...i set it in moniter so that webroot analyse it...can u confirm it whether i allow it or block permanently.

There could be any number of reasons for this .bat, both nefarious & n ot, so I think that setting it to 'Monitor' at present is not a bad move given that WSA will (i) restrict what actions it can undertake & (ii) will journal any activity it does take with the ability to roll back if later determined to be bad.
However, I would also Open a Support Ticket to let the Support Team know about this and see what they advise in the circumstances. And if you decide to then please let us know what they respond with.
