Is "Rating temporarily unavailable". Just me...?
Is "No user action necessary". Reliable...?
Quick search seems to suggest "Rating temporarily [..]" is known albeit, permanent sort is unknown.

I am seeing the ratings also using IE11 via Yahoo, and BrightCloud Status is showing normal at present.

I have had the same before and have rebooted to find that the issue was gone, and then on another occasion I just left it and the next time I search again the issue had disappeared...no rhyme nor reason.
I would just give it some time.

I did not know if 12-24-2016 was a cached page or evidence that BrightCloud Service is operating normally.
BrightCloud Status page (for example December 25, 2016) appears to be near real-time.
