Is quarantined a reason to delete those files? Also, why does my icon show a picture of a lock on it? I'm a new user and don't exactly how this system works. Thanks.

The Quarantine contains files that were on your computer and were identified as known 'bad', or malware.  This is not the same thing as web sites: web sites that are blocked are not files, so they will not show up in the quarantine.  Only files that were actually downloaded onto the computer somehow would be in the quarantine.

 

It is safe to leave the files in the quarantine.  Generally speaking, it is sometime a good idea to leave them there, they cannot be accessed or activated, for a few days or so following detection.  The reason for this is simply that nothing is perfect, and sometimes good files are detected and quarantined by accident.  Allowing them to remain there for a few days or so allows them to be restored if need be.

 

The lock symbol has to do with your brower.  The lock symbol is actually not of much use at this time: it used to only show on pages that were "https", or secure sites.  from such malware as key loggers or your clipboard contents.  WSA is able to help protect your data on ANY website, not just 'secure sites', and so the lock is always visible when your web browser is the active window.  This lock will probably be removed at some point in time as it really no longer serves any real function.
