In system optimizer, it usually lists the program you have installed, I know that for sure because the more programs I install the more programs I see listed in the optimizer cleaning options which is a nice thing
but I neve have Google Chrome installed why does it list it as an option to clean?

nope, never did, never will
PS: This is a fresh Windows 8.1 installation with nothing on it except my browser Pale Moon (a firefox derivative)

You can simply remove the checkbox with chrome)) and ignore:D

That is normal as there are some default items already listed at install of WSA.
