Webroot, like most other AV companies, does charge a standard rate for renewals.  There is a convenience to renewing instead of purchasing a new key code, especially for those who have key code dependant features such as Password Manager and Backup&Sync.

 

Some users are willing to handle any inconvenience of a change of key code and purchase a new one, especially at times when new copies are currently at a discounted price such as listed here http://www.webroot.com/us/en/home/products/pc

 

One thing to beware of is purchasing from Amazon or Ebay from a private seller: often you will not get a valid key code.  Stick with purchasing directly from Webroot or an Authorized Reseller.
