Amazon saids to try these things listed below.

 

Many streaming issues are caused by an intermittent Internet connection or low available bandwidth, and are not related to the Amazon Instant Video service.

 

Try these tips to resolve common streaming issues:

1. Restart your device: Restarting your device, Internet modem, and/or router can resolve most intermittent connectivity issues.
   
2. Temporarily pause other Internet activity: Other devices using your Internet connection can negatively impact your streaming quality. This typically happens when bandwidth-intensive activities like downloading files, playing online video games, or watching videos online on another connected device are occurring on the same network.
   
3. Check the connection to your Internet Service Provider (ISP): If your connection speed is much slower than usual, and you've already tried resetting your Internet modem or router, we recommend that you contact your ISP for additional help.

I cannot say why you are having these issues. I do not think Webroot is the culprit.
