I'm trying to uninstall this program to reinstall an updated version and I keep getting the message webroot is open in another window.

Welcome to the Community Forums.
There should be no need for you to uninstall just to upgrade to a newer version; (i) WSA updates are silent and are pushed to the user so you may already be on the latest version but if not then all you need to do to check for updates is to right click on the WSA notificaiton tray icon, select 'Check for update' and bingo WSA should look for thelatest update and if avaialble it should download it and install it for you.
Webroot do not have a yearly new version release but as one has a subscription to use WSA they have implemented a continuous improvement program so as long as your subscription is active you are entitled to and should get the latest version updates.
