I have a PC that recently was upgraded to Windows 10. It has Webroot SecureAnywhere v9.0.8.100 on it with an expired subscription. I have been trying to uninstall Webroot. I have uninstalled it from Control Panel and from the command prompt with the -uninstall flag. I have done both in Safe Mode and normal mode. In all cases, after I reboot, Webroot is back.

 

How can I get this uninstalled once and for all?

Have you tried this KB article here by chance? You will need to run as Adminstrator in the command prompt.

 

If you are still having issues. Then the Webroot support team can assist you in removing Webroot.

If I may just add to what Sherry has advised, as an alternative if both of the suggested methods do not work...you can also try running the uninstall options in Safe Mode...making sure that it is the option WITH Networking rather than the standard Safe Mode, i.e., without Networking.
