Hi gsuemnic
Welcome to the Community Forums.
I hiave experienced the very same even when downloading from the official site, because the developer bundles/offers additional programs that WSA identifies as PUAs or Potentially Unwanted Applications.
WSA detects and removes many PUA's, and more are being added, but WSA does not detect all of them. Please see this link for more information regarding Webroot's stance on these annoying programs.
In this case what I did was to continue with the download, allow WSA to Quarantine the downlaod, went into Quarantine and restored it (something that you should ONLY do is you are SURE that the download is safe (which I was)) and then when I ran the installer I was VERY CAREFUL to FULLY read EVERY option offered...and sure enough there were offers to install a couple of additional programs...I said 'NO' to each and the installer then installed Filezilla only...which I am now happily using 9and WSA does not complain).
I hope that this is of help...but I should stress that an overide of what WSA has placed in Quarantine should ONLY be done if one is sure about the 'goodness' of the quarantined software.

Please be sure that you are downloading from the official site and not a third-party download site.

HI Petr
Even downloading from the official site causes WSA to object re. bundled PUAs...this is one of these rare cases when the old adage of 'only from the official site' does not seem to apply.

On the download page for FileZilla there is a link for "More download options" - the downloads on that page do not appear to include the "bundled offers."
