How do I get Webroot to allow my JustCloud backup?

May I ask what indication you are getting that WSA is preventing your JustCloud backup?
The reason I ask is that there are three main areas in WSA where a block can occur/be seen, and you will need to check them, potentially all three, to see if one of them is the cause of you issue, and then adjust the 'Block' to 'Allow' if one is certain that the blocked application is safe.
Please take a look at this Knowledge Base article that explains what these are, where to look and what considerations to make when changing statuses.
