Hello and Welcome to the Webroot Community Forum,
If I may interject here@ and add that this should be tried first by following this information below.
Please click on the gear/cog symbol to the right of the PC Security tab in the main WSA panel and from the new panel displayed click on the 'Block/Allow' tab. That should reveal a panel which has a set of application/files listed on the left; scan down the list and check for anything that relates to iTunes. If you find anything then for each entry check as to whether the file/app in question is set to 'Allow' or 'Block'. If the latter, and you are sure that it is safe then switch the setting to 'Allow' and then retry launching iTunes.
If that does not yield any results please take a look at this KB Article that identfies and explainse a number of other areas of WSA where files/apps can be blocked and where the user can adjust the settings. The article explains everything you should need to know...but again, only allow/unblock a file or app if you are confident that it is safe.
Finally, and for interest sakes, you might find this article from the Apple Support forums a good read.
I hope that something above will be of assistance. If not then you should Open a Support Ticket, so that the Support Team can take a look at the issue for you.
Pleas let us know how this all works out for you. And let us know if you have any further questions.
Kind Regards,
