why does my account say i have zero PCs protected? webroot just ran a full scan yesterday.

This issue does seem to come up from time to time and is generally fixed by a scan. But as you have already tried this and still have the issue then I would Open a Support Ticket to let the Support Team know. It sounds to me as if there is an issue in the back office re. your acco?nt.
If interested you could take a look at this previous thread which covers thr same issue, amongst others.
I should hasten to add that as long as WSA is showing as green on your system (either view the notification tray icon or via the main app panel) then you are fully protected despite what the online account says.
