I run a virus scan and then sign back in to hotmail and 5 minutes later it kicks me out again telling me it is an unsafe site.

Would you be able to advise/describe exactly what you mean by "...kicks me out again telling me it is an unsafe site"? Do you get a web page from Webroot with a message that the site is unsafe? And if you do that do you also have options as to how to proceed, i.e., overriding the block, etc? And if so then have you tried to take them?
We need to understand exactly what you are seeing to be able to assist you in getting to the bottom of this issue.

I think I am, having the same problem Sandi is.....When I click on an email Webroot pops up with a black and yellow warning page....It states....This website was reported to be unsafe....Suspicious threat. It has this link on it..... http://ad.doubleclick.net/ad/N4478.msn.comOX2487/B8226287.111... even when I click on sites I've visited several times, no problems in the past, it also does this. This has been happening only these last few days. I have Win 8.1, Mozilla Firefox and Outlook.com. This isn't occasional, this is happening 7 or 8 times out of 10 clicks on either an email or a web page. I'm not tech savvy so please, if there's something I can do, make it simple. 😉 I am not running a virus scan as Sandi states, this just happens. When I click on Unblock Page and Continue I get a totally black screen. Ava

On the page that is dispalyed when you click on the link in the email, do you have an option in the bottom left hand corner that allows you to unblock the page and proceed? If you do and you are sure that the site that you are trying to reach is safe then click on the link, as if it is the one I am hoping it is clicking on it should whitelist the site locally on your system, and also notify the threat researchers at Webroot that an override has taken place.
There has been a silent update of WSA (to v8.0.4.131) recently and it is possible that as a result you are seeingnsome false positives.
The other things that you (and Sandi) can do is to Open a Support Ticket and notify the Support Team of this starting to happen, so they can investigate it more fully and hopefully resolve it for you.

Yes please do contact Support as I have been in Contact with support on this already so it's best as they can get some logs from your system!
